2019 UPDATE TO VOICES FROM THE COSMOS

        I first met Dr. Scott Jones in 2007. He contacted me initially because he had seen me on the History Channel where I discussed the Torah Code. On the show I mentioned three possible sources of the Code (1) God, (2) a human in the future and (3) aliens. The third possibility is the one that Michael Drosnin favored in his best-selling book, The Bible Code. Before Drosnin published his book, Jones had a working relationship with him when Drosnin was doing research about remote viewing and mind control experiments. The quest led to certain uncomfortable consequences for Drosnin, who then switched his research efforts to the Bible Code. Drosnin’s book, a best seller though poorly documented, led to my (as of this 2019 update) 22-year study of the Bible Code.

       Jones wanted to know if I favored an alien origin for the Code. While I do not, his interest was followed up with a 2-day, 1 night invitation to his wonderful, but somewhat strange Texas home. His guest house was illuminated in a way that made it look like a UFO landing pad (sadly, 12 years later he now lives in an assisted living home). In 2007 I interviewed him in depth about his military career, his work with U.S. intelligence agencies, and his UFO-related assignments as the top aid of Senator Claiborne Pell.

       He told me about his alleged experience when Gray aliens entered a house where he was staying for one night. While he does not actually remember the incident, his friends told him that they remembered what happened and how they saw him interacting with an alien hybrid there. Thus our 12-year relationship began to grow into an odd but highly thought-provoking friendship. The fun part has always been trying to figure out if, as a member of a group called the Aviary, Scott is really the man behind a government cover-up of its relationship with aliens, or was he simply a man who knew a lot about ET that was honestly trying to expose the truth and prepare mankind for the cultural implications of disclosure? My impression is that it’s the latter.

      In VOICES FROM THE COSMOS (which can be bought through this link), Dr. Jones sets the stage while Dr. Angela Smith provides detailed transcripts of remote viewing/telepathic interviews with members of 18 extraterrestrial races. In a number of cases these beings are not just extra-terrestrial. They are living here, among us, even buying and driving our cars. Each race is given the opportunity to elaborate on multiple issues, including their belief or lack of belief in God and the afterlife. One group actually goes by the name Angels, and its function is very close to traditional Western beliefs of angels. They claim that they are actually God, and in doing so they (or Smith if projecting her own beliefs) mirror some of the confusion about how God and angels at times appear to be interchangeable in the Bible. Another group, the Anunnaki seem to correspond to the giants mentioned in the Bible starting with Genesis 6:4. These people go by the names Nephilim, sons of Anak (Numbers 13:33).

      At times, in reading the book, I was reminded of Jonathan Swift’s masterpiece, GULLIVER’S TRAVELS. There is a mix of strange creatures/races, criticism of human nature (though not as pointed is in Swift’s book) mixed with appreciation for our sense of humor and creativity. As with Gulliver’s speaking horses (Houyhnhnms), there is concern about how people (Yahoos) are destroying the environment. In VOICES FROM THE COSMOS every race encountered is asked about whether they can help solve the problems that we have created. The general answer is, no. Most either are not worried about our welfare, and those who are want us to learn how to solve our own problems. While not all races are members of a Confederation of worlds with a common set of rules/morals, there is a common belief that humanity is not yet up to their standard and that it is for our benefit that the alien race known as Grays, often with the help of Nordics, can abduct our people and interbreed with us to create a superior hybrid race that will populate the galaxy. If this seems hard to believe, compare it with the King James Version translation of Genesis 6:4:

There were giants in the earth in those days; and also after that, when the sons of God came in unto the daughters of men, and they bare children to them, the same became mighty men which were of old, men of renown.

       So, perhaps, if not the work of a vivid imagination, Dr. Smith has given us some insight into just who we were dealing with early in our history. The possibility of interbreeding might even offer us an answer as to who the sons of Adam and Eve were able to find for wives.

       The comparison between Swift’s races, and those described by Smith, runs into difficult territory when it comes to Mars. Smith claims to have communicated with a race call the Rall that live underground on Mars. In GULLIVER’S TRAVELS there is race named Luputans who live on a round, metallic, smooth flying disk. It’s powered by an anti-gravitational force. Swift published his work in 1726 – long before flying saucers were being described in the post World War 2 press. But Swift coupled his flying saucer with what might be proof that he came in contact with information about Martian moons that was not readily available on Earth at that time (or until their discovery in 1877). And it’s something like what he gave us that; frankly, I would hope to see in a book with a co-author who was sent by Senator Pell on UFO-related missions to China and Russia (unless Scott is worried about retaliation against his family members for revealing classified such information).

      Specifically, in GULLIVER’S TRAVELS we read that moons of Mars were orbiting at distances of 3 and 5 Martian diameters with periods of 10 and 21.5 hours. The actual orbital distances of Phobos and Deimos are 1.4 and 3.5 Martian diameters, and their respective orbital periods are 7.6 and 30.3 hours. In the 20th century, V. G. Perminov, a spacecraft designer of early Soviet Mars and Venus spacecraft, speculated Swift may have found and deciphered records that Martians left on Earth. See page 6 in V. G. Lunar astronaut Buzz Aldrin actually stated on C-SPAN that there is a monolith on Phobos – hear his announcement at https://www.youtube.com/watch?v=bDIXvpjnRws.

       Smith asked the Rall about space probes that we sent to Mars. She claims that they initially dismantled most of them. However this story may match up better with Soviet probes than American ones. The first American landers (Viking 1 and 2) respectively functioned on the Martian surface from July 20, 1976 to November 13, 1982 and from September 3, 1976 to April 11, 1980. She claims that they now leave our probes undisturbed, although my report, Mars Correct – Critique of All NASA Mars Weather Data, With Emphasis on Pressure – makes clear that whether due to incompetence or deliberate disinformation – the public is not being given accurate weather data about Mars. After a 10-year audit of Viking 1, Viking, 2, PathFinder, Phoenix and Mars Science Laboratory weather data we have proof that NASA is vastly understating Martian air pressure by approximately two orders of magnitude.        My advice to Scott, and through him to his co-Author, is that extraordinary claims require extraordinary evidence. My son (Dr. David Roffman, Ph. D., physics) and I assert that Mars has about 511 millibars of pressure at areoid (the Martian equivalent of sea level) rather than the accepted, near-vacuum 6.1 mbar. The high pressure is  backed by dust devils on Arsia Mons to altitudes of 17 km above areoid, spiral storms there with 10 km eye-walls, dust storm opacity, snow at Phoenix, excessive aerobraking by probes approaching Mars, stratus clouds 13 km above areoid, probable running water on the surface at recurring slope lineae, and sand dune movement that could not occur with low air density and the winds seen.  Our claim is further backed by failure analysis of the pressure transducers sent with a focus on tiny, non-replaceable dust filters that clogged on landing. This is related to 1,100 pages of data that shows an inverse correlation between alleged ambient pressures and temperatures. Basically, when heat was applied to the pressure transducers – pressure went up. When the heat was removed pressure went down.

       There is even evidence of life on Mars - what looks like puffballs (fungi), lichens, algae, and bacteria. See the article by Rhawn G. Joseph et al. in Journal of Astrobiology - Evidence of Life on Mars? We were asked to review the article and publish a commentary.        VOICES FROM THE COSMOS needs something analogous to the proof we have for high air pressure and primitive life on Mars because without it the only way to believe what is stated by Smith is to have total faith in accurate capabilities of remote viewing and telepathy in general and in unprecedented abilities in this area by Dr. Smith (although the U.S. Navy now reports that from the summer of 2014 to March 2015 our F/A-18 Super Hornets had almost daily long-time contacts with UFOs).

      At the end of their book, Dr. Jones addresses the issue of previous U.S Government studies with good results for the telepathic viewing of simple line drawings. He also reviews results by Dean Radin, a parapsychology researcher at the Institute of Noetic Sciences in Petaluma, CA who states, “After three decades of such tests, the overall observed hit rate is astronomically beyond chance expectation.” However, it is truly a quantum leap to move beyond perceiving symbols on cards to detailed conversations with off world aliens often located many light years away.

       Scott wanted to know how the credibility of the book, or potential later editions of it or a follow up book could be improved. My answer comes in three parts. First, there is a coordinate system referred to in VOICES, with coordinates for the Gray home world – TS3490. The Nordic home world coordinates are listed as RB457Q. Though told that it was our system, Smith says she could not locate such a system. She should re-establish contact, if she can, and either produce coordinates based on an accepted celestial coordinate celestial system or provide star catalogue numbers.

       Second, arrange for a real world meeting with aliens who allegedly reside here, taking DNA samples if possible. When we last discussed this in 2014 Scott seemed to be open to the idea, but reluctant to discuss any such plans over the phone because of security and/or safety concerns. We always assumed that the NSA (and likely Fort Huachuca since at least 2016) are listening to our conversations, but Scott's health has deteriorated a lot in the last year.

       Third, get much more specific and verifiable information about Mars from the Rall. Mars Science Laboratory found 2 pints of water in every cubic foot of sand at Gale Crater. At what coordinates could we find more, even liquid water out on the surface at times? To answer questions based on coordinates I would suggest using the center of the caldera on Olympus Mons as a prime meridian for longitude purposes, and the equator as a starting point for latitudes.

       If the Rall live underground, are the entrances to their habitats at the caves we see on the mountains named Arsia Mons and Pavonis Mons or elsewhere? Was their past surface-based civilization centered at Cydonia, or is that just a mesa that coincidentally had a humanoid face shape? Are the concentrations of uranium, thorium ¹²⁹Xenon and ⁸⁰Krytpon at Acidalia Planitia just north of where PathFinder landed related to a previous nuclear war (as Dr. John Brandenburg asserts)? If, as the Rall say, Mars lost some of its atmosphere, how much did it lose? What is the pressure there now? They state that they intend to return to the surface. Will that require a terraforming act (possibly underway now), or a modification to their biology?

       The Rall are presented as being against written words for proof, but are in favor of spoken words or “mind words.” That’s fine, they can tell us where to look, or send our probes on Mars. The Rall may not need proof that we are here, in part because they are finding our probes there. But, for credibility of the VOICES book, we need proof that they are there. And that must come from something that our orbiters or landers can observe. There was an issue in 2014 about a rock that appeared to move in front of our Opportunity Rover. In the end the NASA ruling was that it had been kicked up by the Rover itself, but a repeated pattern of arranged rocks might be noticed by laymen before JPL could impose censorship, however as is seen in the Rhawn G. Joseph et al. article, there is photographic evidence of biological contamination seen on both the Opportunity and MSL Curiosity rovers. In particular, Figure 8 of their article shows what appears to be both growth and reproduction of possible puffballs over three sols between MSL sols 1145 and 1148. NASA questions whether wind could have moved sand in these 3 days to uncover hematite, but we show that the wind was never high enough to move the sand if NASA is not wrong about low air pressure. If the air pressure is high enough to move the sand then either the instrumentation is faulty or NASA is deliberately lying about air pressure and density.That's what we spend 1,100 pages backing in our report (Mars Correct - Critique of All NASA Mars Weather).

       So what can I conclude about VOICES FROM THE COSMOS? If you are a believer in UFOs, telepathy or remote viewing, or anyone who has not yet formed an opinion about these matters, you will enjoy the book. If you're skeptical about UFOs but are curious about the agendas of races allegedly visiting here, then, if nothing else, the description of Small and Tall Grays, Nordics, Hooded Reptilians, and other races matches descriptions of these beings often reported in abduction literature. Dr. Jones struggles with the abduction issue, and he warns taxpayers that "the Corporate State will spring this canard with equally bogus evidence to support a false flag event." He further states that, "It could look spooky, but it will be homegrown." In relation to this I must warn my readers about my son's article which was based largely on our Mars Correct report. After discussing what appears to be life seen from Mars Science Labratory Sol (day) 1,145 on, it concludes with a statement that

Do the growth-like materials on Opportunity and Curiosity contain nucleic acids? Do the thin layer of green material and "green spherules" which resembles algae in the soil seen by MER Spirit in Gusev Crater contain chlorophyll or something functionally like it? There are possible water pathways which may intermittently fill with water there (Krupa, 2017)...

Future robotic missions should take equipment like the Miniature Variable Pressure Scanning Electron Microscope for in-situ imaging & chemical analysis (Gaskin 2012) to the most promising sites. Only then can we begin to make a determination as to if the specimens photographed on the Martian ground are oddly shaped sedimentary structures or evidence of life. Likewise we must determine the exact nature of what appears to be growth on Opportunity and Curiosity.

       I believe that we have strong evidence for life in Mars, though given the similarities of it and terrestrial life, it may be contamination from Earth. However (and this is not in David's article), if NASA wants to keep people from visiting Mars, it could plant a false flag by putting out information about Mars being dangerously contaminated. The many photos that we believe indicate life are, in fact, provided by NASA. If these photos are disinformation they be used to stop us from visiting there and meeting up with real life (present or past) that turns out to be quite advanced.

       Does Dr. Jones know more than he is telling us in this book? He has informed me that he does. But Scott is also Commander Jones, U.S. Navy Retired. He is still bound by oaths of secrecy that he made while on active duty. To a certain extent, the value of this book is closely linked to Scott's resume, and to who his friends are or were (including Lawrence Rockefeller, Lunar Astronaut Edgar Mitchell (who has confirmed an alien presence visiting Earth), Paul Hellyer (a former Canadian Defense Minister who has made UFO disclosures) and Prince Hans-Adam of Liechtenstein, described "Heir to the last remnant of the Holy Roman Empire." Sometimes what is more important than mere data, or lack of it, are the people who gave us or withheld the data. In our Mars Correct report we not only review the results of the data audit, but also what we were able to learn about the people who gave us (or altered) the data. We were fortunate enough to meet or at least speak with almost all the major players who gave us the weather data that we have about Mars today, and what we learned about them was at times more revealing about Mars than what they published.        Dr. Jones is founder and president of the Peace and Emergency Action Coalition for Earth. The principal function of P.E.A.C.E. is to oversee the development of the global Center for Sustainable Peace and Development system. Previous to this he was co-founder and president of the Human Potential Foundation. This was established in 1989, and conducted research into all conditions of humankind: physiological, psychological and spiritual, to assist the individual to achieve the highest levels of human potential in body, mind and spirit in order to compete and cooperate at personal excellence throughout life. Prior to this position he was Special Assistant to Senator Claiborne Pell from January 1985 until March 1991. Retiring as a Commander in the U.S. Navy, approximately half of his thirty-year naval career was spent in intelligence service overseas and in the United States. In post-navy careers he has taught at the university level and worked in the private sector research and development community involved in U.S. government sponsored projects for the Defense Nuclear Agency, Defense Intelligence Agency, U.S. Army Intelligence and Security Command, and other organizations.

Intelligence Experience

As Assistant Naval Attaché and Naval Air Attaché to New Delhi, India and Katmandu, Nepal from January 1965 to June 1967, he was involved in intelligence collection and provided intelligence support to defense attachés throughout Southeast Asia, the Middle East and North Africa. This tour was followed by assignment to the Naval Scientific and Technical Intelligence Center where, as Head of the Missiles, Ordnance, and Astronautics Division, he directed the production of technical intelligence reports for the Navy and Defense Intelligence Agency at all classification levels. During this period he was Chairman of the Naval Missile Group, an interagency group that supported the Guided Missile and Astronautic Intelligence Committee. As Chief of the Navy’s Intelligence Anti-Ship Missile Task Force, he directed the effort that provided intelligence support for a critical anti-ship missile defense research and development effort. During this time he was a briefer to the President’s Scientific Advisory Committee, and testified before House and Senate committees and sub-committees of the Armed Services on technical naval intelligence.

Other intelligence assignments include three years as Chief of the Targets Development Branch in the Intelligence Directorate of Headquarters, U.S. European Command, and in intelligence related assignment in the National Military Command System Support Center.

Research Experience

Dr. Jones managed the Nuclear Test Personnel Review program under contract to the Defense Nuclear Agency. This program quantified the degree of radiological hazard incurred by Department of Defense personnel involved in atmospheric nuclear testing between 1946 and 1962. Extensive document search and retrieval from a large number of libraries, archives and record centers was involved. The recovered information and technical data was synthesized and converted into histories written for the layperson of each nuclear test operation.

He participated in contracts with the Defense Intelligence Agency (DIA) in a project instructing analysts in quantitative methodologies and in development of self-paced learning modules on various methodologies including Event Sequence Network Analysis and Interpretative Structural Modeling. Also for the DIA he was involved in the transfer of advanced quantitative methodological software technology from the Defense Advanced Research Projects Agency to DIA workspaces. For the U.S. Army Intelligence and Security Command he participated in systems design for increasing ADP support.

Of particular significance for the establishment of the global network of regional Centers for Sustainable Peace and Development, was an assignment as Chief, Procedures Branch, Data Division, National Military Command System Support Center (NMCSSC) February 1961 to August 1963. In this assignment he directed and managed activities concerned with the research, analysis, collection, and evaluation of all operational inputs to NMCSSC systems and with the system design of a computer model for depicting the Status of Forces and the Monitoring of Operational Plans (SOFMOP). Additionally he designed and then developed the database in support of this system. The principal operational plan monitored by SOFMOP was the Single Integrated Operational Plan (SIOP). The SIOP was the U.S. strategic nuclear attack plan against the Soviet Union, the Warsaw Pact, and the Peoples Republic of China. In order to war game the SIOP, he then was assigned to research and build a database of real U.S. target counterparts to the SIOP target database. This database was used in gaming by a Red Single Integrated Operational Plan (RSIOP). The target category list was extensive, e.g., command and control, industries, communications, transportation, military establishments, ports and cities, etc. His final assignment following the success of the SOFMOP system and the RISOP database development was to assist in the design of the Technical Development Plan for the National Military Command System.

In a subsequent assignment, 1970-1972, to the Intelligence Directorate of the U.S. European Command (EUCOM), he was responsible for another complex computer system design. Based upon a target category weighting system he designed, this program selected potential tactical nuclear targets in countries of EUCOM interest, but not covered by NATO’s tactical nuclear war plan. All categories from the Target Data Inventory (TDI) were considered.

A South Asia area specialist, he has traveled extensively throughout the region. His dissertation was, “How the Indian Lok Sabha Handles Defense Matters: An Institutional Study.”

He has led research into applied anomalous phenomena. Networking with the parapsychological community, he has worked throughout the executive branch to address issues of government support for basic parapsychological research, and to consider implications and application of these phenomena.

In 1985, he founded and was president of the Center for Applied Anomalous Phenomena. This non-profit educational and scientific research organization was chartered to conduct research and analysis of anomalous phenomena, their implications and applications. Anomalous phenomena include exceptional human capabilities. This Center was transferred into the Human Potential Foundation.

In 1989, he and Senator Claiborne Pell co-founded the Human Potential Foundation that was involved in a number of research projects. These included a joint research effort with the Chinese Academy of Somatic Science in Beijing, in accelerated bone healing using qi gong; a sponsored symposium conducted by Russian medical scientists on psychoanalytical and psychocorrection computer technologies; a survey of attitudes of medical professionals toward death and the dying process and how these are translated into decisions about treatment of critical and terminal patients; the translation from Chinese of the book: Collected Works on Qi Gong Science.

Under the Center for Interspecies Communications, the Foundation conducted Projects Neptune Helper I and II, dolphin research with Atlantic Bottlenose and Spotted dolphins.

A major two-year program funded by Mr. Laurence Rockefeller began with meetings in the Clinton White House to encourage the administration to review the policy it inherited from previous administrations concerning secrecy about extraterrestrial contact with earth, and change the policy to more openness. The president discovered that he was not cleared for that program. Work with Mr. Rockefeller was completed with an international conference, When Cosmic Cultures Meet, in Washington, D.C. in May 1995. At the conference a wide spectrum of academic disciplines and interests assessed the implications, preparations and responses for the time when there is no ambiguity about the understanding that higher intelligences from cosmic cultures are meeting.

In November 1998, the Human Potential Foundation was dissolved and its principal undertaking, a global peace initiative, transferred to the newly established Peace and Emergency Action Coalition for Earth, Inc.

Teaching Experience

While in Germany on navy assignment, Dr. Jones taught political science in the University of Maryland overseas program at several Army posts from 1970 to 1972. His terminal naval assignment was at the University of Kansas as Associate Professor of Naval Science, 1973 to 1975. During this time he also taught undergraduate and graduate courses in the Department of Political Science. Retiring from the navy in 1975, he took a fulltime teaching position in political science at Casper College and the University of Wyoming at Casper from 1975 until 1978. In October 2000, he was a quest lecturer in the Peace Studies Program at the University of Missouri, Columbia, MO.

Current P.E.A.C.E. Inc Programs

The principal program of P.E.A.C.E. Inc is the establishment of a global system of university-based Centers for Sustainable Peace and Development. Over seven years of planning and consultation with academic, political, spiritual, military, intelligence and business leaders has lead to the current system design. In November 2002, the University of Jordan was the first school to adopt the Sustainable Peace and Development (SPD) program. Subsequently, Makerere University in Uganda, Dar es Salaam University, and the University of Missouri have become SPD hosts. In 2006, Plan C was added to the SPD program. It is designed to recruit global universities and Think Tanks to start a dialogue on the consequences to peace, stability and growth when full disclosure of ET/Earth contact is made.

A second program is a recommendation made to President Obama to establish a cabinet level Peace Advisor position, and to encourage his global counterparts to do the same.

A third program is draft legislation for a federally funded international scholarship program to establish a Professional Peaceworker Corps.

A fourth program is a proposed Constitutional amendment that would additionally designate the President “the principal Peace Maker of the United States.” This would provide a legal basis for the institutionalization of peace in the United States by the establishment of a Department of Peace.
