URANIUM 1 AND A BRIBE FOR CLINTON AND OBAMA

       The Washington Examiner reports on February 9, 2018 that, "An FBI informant connected to the "Uranium One" scandal said that Russian nuclear executives sent money to the United States in hopes it would influence the Obama administration and then-Secretary of State Hillary Clinton, according to a report Wednesday." URANIUM ONE is the axis term on the matrix below.

      "In written testimony obtained by the Hill, the informant, Douglas Campbell, told Congress that Russian nuclear officials told him that Moscow hired American lobbying firm APCO Worldwide with a $3 million annual lobbying fee in hopes of influencing Clinton to "reset" U.S.-Russia relations while supporting former President Bill Clinton’s charity efforts.

      “The contract called for four payments of $750,000 over twelve months,” Campbell explained. “APCO was expected to give assistance free of charge to the Clinton Global Initiative as part of their effort to create a favorable environment to ensure the Obama administration made affirmative decisions on everything from Uranium One to the U.S.-Russia Civilian Nuclear Cooperation agreement.”

THE URANIUM 1 MATRIX, ITS STATISTICAL AND POLITICAL SIGNIFICANCE. The ELS rank of the axis term, URANIUM 1, is 72 which is high. However there were many good matrices that were spotted with a much lower ELS rank. I was looking for CLINTON, OBAMA and BRIBE at a special case skip (+/- 1 or the absolute skip of the axis term) in a small area. Other matrices may turn out to be more meaningful due to highly informative data found a posteriori, but that material is never counted in statistical calculations. The 71 matrices with a lower ELS axis term rank each have 8 lines crossing the axis term there. 71*8 = 568 lines with potential useful data. To analyze it efficiently it would be best to combine the Codefinder program that I use with an artificial intelligence program that my son (Dr. David Roffman) could write, but that won't happen unless the Government stops shadowing him nonstop and starts to talk to him directly. Fort Huachuca, I'm talking to you here. However, my hunch is that Uncle Sam is more interested in another line of research that he is involved with and therefore it would be better for them to hire another programmer to work with me directly to develop a program that can better mine intelligence-worthy data that is encoded.

       The matrix above missed my original goal, but only slightly, OBAMA was not at a special case skip. The skip of the axis term here is -71,944. So I wanted to see either skip +71,944 or -71,994, and I only found his last name at skip +71,995. While, as with special case skips, all the letters of OBAMA jump out from the surrounding text because they all touch each other (though just diagonally), I go by a set of rules that I wrote many years ago, and those rules require that I use the Roffman Skip Formula and Skip Tables here. These rules are posted elsewhere on my site. Using them OBAMA was found on the 336-letter area (with a white background) against odds of about 30 to 1. BARACK was also found on the white section of the matrix against odds of about 4.7 to 1, and CLINTON is at a special case skip against odds of about 12.4 to 1. What makes this matrix of interest is that the only ELS of BRIBE at skip +1 was found against initial odds of about 907 to 1. If this matrix were found at the minimum skip of URANIUM 1 then would propose that it was found against odds of about 1,631,965 to 1. But because its only at the 72nd lowest skip, I divide that number by 72 and offer odds against the matrix occurring by chance at 22,666 to 1.

        What about the terms COMEY and FROM THE GROUND that required an expansion of the matrix (shown with a gray background) from 336 letters to an area of 465 letters? The expansion was not justified statistically. FROM THE GROUND was only found in an a posteriori manner. While it is certainly true that uranium is taken from the ground, I was not thinking about that fact when I started the experiment, so I can't count it even if it is noteworthy for purposes of military intelligence. Clinton, with Obama's blessing, gave the Russians 20% of our uranium. I have no idea how much of that was sold or given to Iran or North Korea. As for corrupt, fired, former FBI-Director COMEY, his name is not at a special case skip and it had a 98.5% chanced to be on the 465-letter matrix. Including it drops the odds against the matrix from 22,666 to 1 down to 3,724 to 1. In general, anytime a term requires expansion of a matrix and it drops the combined value of the matrix, the expansion is not justified. Thus the focus here must remain with the white background.
